India Launches Anti-Dumping Probe on Nylon-6 Imports from China, Russia

The Government of India has formally initiated an anti-dumping investigation into imports of Nylon-6 chips and granules from China and Russia, in a significant move to safeguard the domestic textiles sector from alleged unfair pricing practices. 

The Directorate General of Trade Remedies (DGTR), the investigative arm of India’s Ministry of Commerce and Industry, issued a notification marking the start of the probe after a complaint was filed by an Indian producer.

Allegations & Scope

The complaint, submitted by Gujarat Polyfilms Private Limited, alleges that shipments of Nylon-6 chips and granules with relative viscosity (RV) below 3 have been imported into India at prices significantly below their normal value, effectively undercutting local manufacturers and causing material injury to the domestic industry.

These products — widely used as key raw materials in the textiles and fibre industry — fall under specific Customs Tariff headings that the DGTR will closely examine as part of the investigation. 

Investigation Process

Under India’s trade-remedy framework, the DGTR will now undertake a full investigation to determine:

  • Whether the products are being dumped (sold below fair market value) into India.

  • Whether such practices have caused or threaten to cause material injury to domestic producers.

  • Whether there exists a causal link between the dumped imports and the alleged injury. 

Possible Outcomes

If dumping and injury are established based on evidence gathered, the DGTR will recommend anti-dumping duties to the Ministry of Finance, which has the authority to impose these countermeasures. These duties are designed to:

  • Level the competitive playing field for Indian manufacturers.

  • Discourage predatory pricing by foreign exporters.

  • Protect local industry from sustained harm due to cheap imports.

Context & Trade Regime

Anti-dumping investigations are a common tool under the World Trade Organization (WTO) framework used by countries to check unfair trade practices. India, China, and Russia are all members of the WTO, and similar investigations have been launched in other sectors when domestic firms face pressure from low-priced foreign imports.
